Form 16 is not necessary, pay slips would be good enough as an additional proof of employment in addition to other important documents like roles and responsibilities letter, offer/employment letter, experience letter etc

Form 16 or any tax document like assessment order etc. Are really helpful if proving your experience
You should try to get it to the maximum extent possible
Of course it's not required for skills assessment but when you lodge the visa application
