Hello Sir/Madam,
I would like to apply for skill assessment for visa under "Independent skilled Migrant "
Below is the summary of the profile :

Education : 4 years full time Bachelors of Technology in biotechnology.
Work experience :4.5 years in software testing
Certification: ISTQB

as I understand my qualification falls under ICT minor and my work experience is not closely related to my qualification .

Kindly suggest

After how much of total work experience should I apply ?
Would some certification in ICT or specific to my profession help me to apply earlier ?

You can apply under ICT Testing (don't know exact terminology). But for ACS assessment, you have to go via RPL route. Plenty of threads on that here.
