Can somebody tell me if the termino de potencia is an advance payment term (30 days in this case) on an electricity bill please?

It's a fixed rate charge. It's explained here

What is the power charge?

This is the price you pay for the power contracted for your installation. It is a fixed cost that doesn't depend on consumption.

The amount to be paid for this item is obtained by multiplying the contracted power by the billing period and by the power charge price, which depends upon the rate type.

You can see what you pay for power on your electricity bill in the billing section under the item Power.

Thank you. I just didn't understand it as I'm in a rental and the bill states the cost of around ?19 euro for kw used then further down, there is this charge of ?14 euro.
