I have both student loans and credit card debt. I am thinking of filing for bankruptcy,
or to not pay my debts anymore and get bad credit.

My intentions are to get married and live with my partner in France (he is a citizen there). Would any of these bad financial situations affect my visa?

Once you are married to a French citizen and you have your livret de famille in hand, getting a spouse visa is more or less "automatic." The only reasons they can turn you down are: fraud in the visa application process, posing a threat to the public order or security in France or if you refuse to learn French.

It would probably be advisable to declare bankruptcy rather than just stop paying your debts, because any sort of legal action taken against you could potentially come back to haunt you should you apply to take French citizenship, when you have to submit a police report and show yourself to be an "upstanding and well integrated" potential citizen.
