If you're only visiting for 21 days and have a Schengen visa (i.e. a 90 day tourist visa) then, no, you don't need to apply for a residence permit (and in fact will not be allowed to apply for a residence permit).

Oh, and on a Schengen visa, you aren't supposed to be working in the EU.
Cheers,
Bev

hello Bev,
Thanks for your quick response. I have apply for my visa extension (Long term Residence) here in CZ but because of long time process period of waiting, Foreign Police told me that they will issue 2 months Schengen Visa for me in case I want to travel and take holiday out of Czech Republic...( and I will go to France)
Cheers
Gwen
Sounds like the consulate has taken care of you with the Schengen visa. You should be fine.
Cheers,
Bev
