The perception index they cited needs to be taken with a grain of salt. Some easily scared people may make a city sound worse than most people feel it to be. Other times, city boosters who are in denial or politicians propping up a city will give their cities a better perception rating than some cities deserve.
Also, thats for Manila. Isnt this the same study that ranked Davao the 20th safest safest city in the world based on perception indexes?
A friend of ours has lived all over the world and felt that Cebu was safer than anywhere in the US and much of Europe.
Once you start looking at smaller cities, the perceptions seem to change greatly.

Depends on how you get around, if you go from point A to point B in a vehicle but don't walk around the streets or your neighborhood you could feel very safe, especially if you have escorts. I walk around and feel safe but also feel those wanting eyes also and people who target us, track us and watch our patterns. I've also noticed neighbors and in-laws that seem to secretly watch our house and patterns, I've caught them several times just by standing or sitting in the right spot at the right time, it's real spooky.

Bottom line is we have to vigilant at all times for syndicates they are masters of deception, people who claim they are police coming to our house and claiming they will protect us and want to know my full name but they wear everyday clothes ride in tandem, happened twice now, Recycle guy (new guy watch out) he claimed he wanted to buy our bottles and cans only to look around the property so casing our property and they leave and buy nothing, said he had no money but just got a great view of all our stuff.

Syndicates use several people in the scam to make things happen, we have had several close calls at the grocery stores and malls, you start shopping in an area and nobody is there,all of sudden you're surrounded by a crowd of people that buy nothing but they get in the way, it's not a chance happening its a scam for your wallet your phone or somebody tries hard to strike up a conversation and claiming they're your security guard or one time my wife was targeted by a group in the grocery meat section, a lady came up to the wife and started sharing her problems with an American boyfriend and then a guy approaches from the other side of my wife real close to her purse, several other people started moving around in the back round I picked this up right away and went to my wife told her to stop talking to these people, usually she picks this up before I do but she almost got scammed.

I've done that a few times. I did feel safer or perhaps it was because I wasn't thinking about crime in the presence of a couple of beautiful "escorts".




Wait, you did mean that kind....right? Ah, never mind.

One could also add on the look out list bad guys PRETENDING to be; Immigration Agents,
Special Offer merchandisers, Bill Collectors and Repairmen form various utility companies, Ambulant vendors, Street kids, Clergy people, Baranggay, Lost people asking for water, Friends and relatives of house helpers,drivers. The list goes on and on.

I don't think the level of crime has change much it's the level of reporting that fluctuates, the same happens everywhere. If it is perceived that the police don't do anything if you report a crime the numbers that report drops and hense the levels of crime drop.:confused2:

Thanks for permitting my first post. Lived here 3 years now. It's a great retirement for me as long as I don't have to deal with the people very much.

Most crime here is opportunistic, but smile and don't be confrontational. Wherever you go or whatever you're doing, if you're a foreigner, people are watching you.

I went down the street today to go to an exterior BPI ATM, knowing people would be watching me. I was too lazy to walk to the mall. I always wear sunglasses during the day so they can't see where I'm looking. They watched me walk to the ATM, saw me use it and take money out, and watched me walk back to the condo building.

They were just wishing I'd get hit by a garbage truck!

Syndicate well crafted scam



Syndicates will target you, watch your every move and use several people to scam you out of your money. Nothing wrong with facing and talking to people it can become a lonely place to live, I notice this the other day, I was in the grocery and an older expat man came in got his loaf of bread and I swear his eyes were either on the floor or on the bread....jezzz, yes he seemed to be aware of what was going on around him but I felt he could have looked around or been less of a lifeless zombie, you can't avoid someone who's gonna try to rip you off .

To be fair it's a tough and rough spot to live and walk around in and it does cause stress when people bug you for money or try to take away your attention be careful and focused. Female expat walking with an umbrella same day and her's eye's bugging out and the facial expression was of someone under sever fright or stress, gosh, look or allow yourself to relax most citizens are, we can reply with non-confrontational reply's or hand gestures (both palms facing the person and slightly twisting), it's a learning experience, just my own personal opinion. :welcome:

While the president has given glowing accolades to Mar Roxas, for the massive drop in crime and excellent case resolution, and drop in murder cases from 300 to 290 (or something like that - pun intended for the last one .. ) .. the following happens.

News on the grape vine says it could be as simple as a scorned ex-staff deciding to rid his boss - life is not that expensive anyway ..

Singaporean shot dead inside Parañaque gadgets firm

A Singaporean national was killed in Parañaque City, on Wednesday, in what police said was a brazen attack that took place in a crowded area in broad daylight.

An initial report to Senior Supt. Ariel Andrade, the city’s chief of police, identified the victim as Stanlex Jang.

The report said Jang was 35 years old, but Chief Insp. Arnold Dugas, the city’s chief investigator, said he was 36.

According to Dugas, Jang was inside Deltatronix on Doña Soledad Ave. in Barangay Don Bosco when the attack took place at 12:12 p.m.

Dugas initially said it was still unclear if Jang was the owner of the establishment that has been selling “testing gadgets” or if he was merely employed there.

He later said, however, that Jang was the establishment’s general manager.

“The two suspects who were wearing bullcaps rang the doorbell and were let in,” Dugas said.

He said the police had yet to determine why the establishment—which he said had “many employees, around eight employees including Jang”– was locked during that time in the first place.

According to the report, once inside, one of the men was heard as saying “Where is your boss?!”

The two who were carrying short firearms each, went straight to a cubicle where the Singaporean was.

Dugas said the victim was shot once in the left side of his face.

The two armed men then walked away casually, as if nothing had happened, Dugas said.

“The people outside did not even know that something had happened inside also because if a commotion happened inside the establishment, no one outside would have been able to hear it,” Dugas said.

He said the victim was rushed to the Parañaque District Hospital, where he was declared dead on arrival.

No empty shell was found in the scene, although the bullet was believed to still be lodged in the victim’s face, Dugas said.

He said the bullet would be subjected to ballistics tests after its recovery.

Dugas said the police has not determined the motive for the killing, but noted that nothing appeared to be missing from the establishment.

“We can’t establish any motive yet. We are still trying to determine how everything happened,” he said when asked if robbery had been dropped as an angle.

Andrade said that a special investigation team that would conduct a thorough inquiry had already been formed.

He said the team was composed of the deputy chief of police for operations, the local chief investigator, the chief of the Special Operations Unit and the investigator on case.

I always walk around looking at the shops and people on the street. My wife and I rent a studio apartment in Nuevo Guadadupe during the week and I daily walk alone often when it is dark. I believe that you must always be aware of your surroundings no matter which city or country you happen to be. If I was too frightened to walk around then I would not be living here.
