Conditions in Lapu Lapu City?

I was wondering if anyone has information on conditions within Lapu Lapu City following the quake? I heard a rumor that one of the bridges between Cebu and Mactan have been shutdown, and that there is now a water shortage in Lapu Lapu City? My wife and I have relatives over there, but we cannot reach anyone, so is the electricity still out in certain areas? Any information greatly appreciated.
