Company registration + license problem for online jobs portal / recruiting company

Hi Everyone,

I'm looking forward to run a website and/or a company for recruitment. I don't want to offer contractual jobs, rather its more like a head hunting or job placement type of work. In a simply scenario:
  • Employees send us their CVs
  • We Interview them according to their skills
  • Companies place request to us when they have opening
  • We provide them the qualified employee information
  • Companies will do the final interview and hire the employee
So I don't know what to call this work, a recruiting company, or a head hunting company, or job placement company, or just an online job portal

PROBLEM
What type of company I have to register? I was reading online that Dubai has a rule that only a local UAE national can run and manage a recruiting company. An expat cannot run any such company, and even for that the government needs minimum AED300,000 security deposit + AED2000 per employee that we bring in from outside UAE.

QUESTION
Can I open a company in Freezone? RAK or DMC/TECOM, etc? If Yes, what is the procedure? I believe my concept of work is just an online portal where we filter out the employees for the companies. Does it require special licensing?

Hi,
Just forgetting the registration bit for the moment - why would companies pay and use your services when there are already plenty of other online portals doing the same thing - many of which are free to use?
What is unique about your offering that would make companies use a newcomer to the market?
How much money have you allocated to marketing budget - as you are going to need to spend a significant amount of money promoting your service before you even get a customer.
Remember - it's illegal in the UAE to charge money to a candidate for finding them a job.
The above points are especially important in a country where there are hundreds of applicants for every job.

With the limited information here it sounds like you're just providing a platform and cross purposing data, which would be possible under a FZ license.

Best advice would be to get a solid operational plan together and set up meetings with them all.

I think not as the regulations you reference are related to agencies that place staff with residency visa and labour permit etc (eg sponsor migrant workers into the uae) rather than sourcing cv and candidates and connecting them to employers to do the rest.

But as with anything critical you need to take expert advice from a reputed business setup company, freezone or government authority. Good luck
