Am I being a bit dim- but can I claim my brother-in-law for additional points as I am the principal applicant ( he lives in NZ) and then further on in the EOI can my husband also claim him? Can he only be claimed once, by me, for the extra points?

Yes, if you are the principal applicant, you can claim 10 points for having a close family member in NZ.
To qualify, the family member must be your own adult brother/sister, own adult child or own parent.......or
that of your partners, who will be the secondary applicant.

The close family member must also be living in NZ, and be either an NZ or Oz citizen, or the holder of an NZ resident class visa.

Only the principal applicant can claim points for a close family member.

Regards,
