Hi mates,
I am currently in Australia on Student Visa. I need some information for claiming 5 points of Partner's skill.
My current Points are distributed as follows:
Age=30 ponits
Engineering Technologist 233914 AND Telecom Engineer 263311 Skill assessment= 15 Ponits
PTE 65 Each= 10 ponits
Total=55 Points.

But I have also got 1 Year Australian Job Experience with +ive Skill Assessment with 5 extra points.
In total for Engineering Technologist 233914 I have 60 Points.

My partner is Telecom Engineer as and has +vie skill assessment from Engineers Australia. Which gives me additional 5 points and total becomes 65.
Will I get Invitation on 65 Points?

Points Distribution:
Age:30
Engineering Technologist 233914: 15
PTE 65 Each= 10
1 Yr Aus Experience: 5
Partners Skill:5
Total with Partner Skill: 65

As far as I know, 233914 and 263311 (your wife's code) falls under the same occupation list and thus you can claim partner points if she has a positive assessment and atleast competent English.

Current points cut-off for 2339 is 70 points with 27/08 DOE, and its unlikely a 65 pointer will get invited anytime soon.

I would suggest submit an EOI both the codes for which you have a positive assessment, and in the meantime, try increasing your English score.

Getting an invitation in 2339 category is impossible in this year as the cut off is 70 and last 65 pointer Invite was given in December. So, even if the cut off lowers, there is a huge back log.
2633 still has a chance I think but that won't happen before January for sure.
As Parth suggested, increasing your points would be the best approach if you need an invite this year.
