Those who apply for citizenship post July 2012 will they be eligible straight after receiving ILR given that you need to be a resident for 3 years, or is that likely to change now?

If you are under the new rules, as a spouse you must reside in the UK for 3 years on a spouse visa AND you must have ILR. It takes 5 years to get ILR so once you have that and pass the Life in the UK test and an English language test if necessary, you can apply for citizenship.

If you aren't married to or in civil partnership with a British citizen, the qualifying period for naturalisation is five years, plus you need to have ILR for a year, so 6 years in total.
