A friend of mine used to do this with a cycling club until he was stopped by the Guardia and told it was illegal. I can't remember the details as to why it was illegal but the upshot was he had to remove the seat etc. to make his bike legal again

As long as it is homologated and the child is wearing a homologated helmet there shouldn't be an issue...
As for where to find one, the obvious choice is Decathlon, there must be one near you.
For 2nd hand: Wallapop - seems to be the only option for 2nd hand stuff these days, I use it a lot and it works most of the time! In fact my last purchase on Wallapop was used bicycle parts !
