My company has given me following letter on company letter head, It has all mandatory fields but at the top doesn't have "To whom it may concern" and title says "EMPLOYEE EXPERIENCE LETTER"

Please let me know if this will work, thanks in advance

As per company hr, company neither have policy to add text "To whom it may concern" nor specific address

EMPLOYEE EXPERIENCE LETTER
This is to certify that Mr. Gaurav Shrivastava was employed full time with xxx and employed from 1st September, 2010 to 9th December 2015.
While leaving our organization, he was designated as a Tech Lead.
During his employment with xxx, he was responsible for the following duties :_
1. Researching, consulting, analyzing and evaluating system program needs.
2. Involved in requirement gathering, system study and design.
3. Identifying technology limitations and deficiencies in existing systems and
associated processes, procedures and methods.
4. Testing, debugging, diagnosing and correcting errors and faults in an applications
programming language within established testing protocols, guidelines and quality
standards to ensure programs and applications perform to specification.
5. Writing and maintaining program code to meet system requirements, system
designs and technical specifications in accordance with quality accredited standards
6. Writing, updating and maintaining technical program, end user documentation and
operational procedures
He utilized following skills :- xxx

SDLCTools - xxx

Its not written anywhere on dibp official website or official documentation.

in fact if your HR gives this letter stating "Issued for Australian Immigration Authority" OR something to the effect, it would be a lot better.
Just make sure that it has HR contact details and designations clearly mentioned in the letter.

Yeah it doesn't matter if you dont have "To whom it may concern". As long as your R&R and company HR signature is clear, it should do.

I tried a lot but they are not at all ready to put anything like that, this is the best i can get.
