Yes, you can. However, these visas are 'offshore' visas, so you would have to leave the country for the visa to be granted. Immigration will typically notify you when they are ready to issue your visa, so that you can make arrangements to depart the country.

There has been talk that the new rules will also simply the process of obtaining PR for 457 visa holders, so there may be other options available to you once the new rules come into effect.

That is exactly what I wanted to know. I didn’t have the time research this one and once again this is a prime example of why this site is excellent.
