Can anyone explain this email

Got this email from visa section of British consulate Istanbul. Applied early April for entry clearance for my Iranian spouse. Being Iranian and living in Iran we had to apply in Turkey and didn’t have to submit her passport with the application. We were told we would hear from them. Obviously now they want to see the passport but does this mean they’ve consider the application and reached a decision on condition of her passport being sound?

We are writing to let you know that a decision has now been made on your application for a visa to the UK. This office will grant leave as above unless documents provided are found to be suspicious. We ask you to kindly bring your passport to the below address within 14 working days.

Once the process is complete you will receive an email informing you that you will be able to collect or arrange for someone to collect your passport from the Visa Application Centre (VAC).

Also please be aware that any person other than the passport holder must bring a signed letter of permission prepared by the applicant (in case of minors, by the parent or guardian), if he/she wishes to collect the passport on the applicant's behalf.

would indicate that the decision was an acceptance, and will only be overturned if her passport doesn't line up with her visit history, shows evidence of visa overstays, etc.
Or they haven't yet completed document verification. In that case it's odd that they are now asking you to send in your passport, because they haven't yet finished processing your application.
I thought it was strange because everyone has said they don’t give indications of decision but because of the allowance of Iranians to not submit passport with app I thought they deal with the app differently like processing it then making a decision on the condition of all the info on the passports as stated in the app and the passport itself being genuine. I would say that it was quite a straightforward app with financial requirement met on my savings. The marriage certificate was Turkish from Istanbul with notarized translation. All the docs I submitted were genuine, I cant think why they would say 'the office will grant leave' if a decision hadn’t been made. I was just thinking how much time to allow for in Istanbul.

Joppa do you mean that when they verify the documents are genuine they will grant leave?
That's the only conclusion I can reach, as they have already seen your passport and made a copy of it.

I sudbitted a copy of my passport (British) and copies of her Iranian passports (present and previous). Do you mean you think they will grant EC when the passport is verified? The wording 'this office will grant leave' I took to mean that EC will be given providing that her passport when presented is verified. This would mean that the application has already been considered and conditionally approved? Please tell me if Im jumping to premature conclusions.
You may be. But it sounds like they are going to issue your visa unless something extraordinary happens, like some of your documents turning out to be a forgery. So you can be cautiously optimistic, though don't pin your hope too high till you get your passport back with sticker inside.
Ok thanks. All the documents are 100% genuine though and I'm postive that they will verify them. I actually appreicate that they make these checks that will curb the frauds that have made things so much harder for the genuine applicants.
