I have read that as from Spring of this year every car is required to carry a breath-test machine. The penalty for not carrying one is apparently 17 euros. Is this true and if so where can this kit be purchased?

It's weird, because the only place I've heard about this so far has been this forum. (There are some links in previous threads to articles in the British press about this new requirement.)

It has taken a bit of hunting around, but I finally managed to find the Service Public page on the matter: Automobilistes : éthylotest obligatoire dans les véhicules à partir du 1er juillet 2012 - Actualités - Service-public.fr

Looks like the start date for this is July 1st of this year - but penalties for not having one in your car won't start until November. (They did this, too, when they started requiring that you have a safety triangle and fluorescent vest.)

Going by the implementation of the safety triangle and fluorescent vest rule, I suspect you'll start seeing the alcohol testers in the shops at the end of May, beginning of June - probably not any earlier. They'll run out of them over the summer, and then people will get serious about buying them as November approaches.
Cheers,
Bev

Stores to look for them are the ones specialized in car business such as "Feu Vert", "Norauto" but it will also probablyu be retailed by big supermarkets such as "Auchan", Leclerc", "Géant Casino", Cora, etc... as well

The kits are available at pharmacies for a cost of 1-2€ each. (I bought a box with 2 for 3€) It's not a machine, but more like a short straw with a little baggie. Blow into it and there's a part that changes color if you are over the legal limit.

It has been in the news, and people have talked about it around my kids' school (mostly a pass-the-word kinda thing). My French teacher also brought it up to make sure we were all aware. Hopefully no one will be taken by surprise in July (or Nov when it costs money)

I suspect most folks will put off doing anything about it until the Rentrée in September. The November enforcement date is usually selected to give folks a chance to stock up for the new school year and get things in place after their long summer holidays.

Round about August, you'll find the things just about everywhere - in the hypermarkets, pharmacies, tabacs, etc.
Cheers,
Bev
