The page seems to load fine for me in Edge, Chrome, and Firefox. (https://icp.administracionelectronica.gob.es/icpplus/index.html) Have you tried using mobile data instead of wifi?
Alternatively, if you live reasonably close to the office, you might be able to go in person and talk to the funcionario in the reception area, I believe they still do help people to reserve a cita previa in person. You could also try calling the general administration access point number, 060, on the telephone - I've never done this and have no idea how useful it is.

If you're trying to access this outside Spain, try using a VPN. I saw the same problem from the UK when I was taking a look out of curiosity. Once I turned the VPN on it works ok

 

The page I showed was done from the Uk.... No problem for me on an old 2010 Mac.

 

I have been checking available dates on cita previa web site and it was working fine for 1 week then never loads again using the same device: a roaming German phone in Spain. I normally use the Google vpn so I turned it off and still can't reach the site. I think they banned when you are not using Spain IP because I was able to load again the site using the same device if I joined a local wifi from a restaurant for example. I'll try a Spain VPN provider and let you know..

 

That explains why I cannot reach it from the US. My Daughter is in Barcelona and can reach the site but there are no appointments available at all-- does anyone know what schedule they use to drop new appointments on the site?

 

Thanks to this thread - I am able to see the website from my phone but not laptop...until...I used a VPN to change my location on my pc. I now have access to the portal on my laptop as the website knows/thinks I am in Spain. Thanks for the tip!

In case someone is looking for a solution: a friend had troubles logging in, while my Mac was doing just fine. It turns out you need Java installed for the site to work. There's a kind of hidden page somewhere that explains it (can't find it anymore)
