Hi ,
I am an electrical engineer from India working in Saudi Arabia for the past 4 and a half years.I am having 60 points for 189 and 65 points for 190. Kindly advise me if i should apply for Australian PR from India or Saudi Arabia in order to get the Visa earlier.

Wont really make any difference in my opinion. You can apply from either of these countries.
Thankyou for the response . Some agents saying there is some quota for each countries ,so process will move according to this .Its really confusing to kick start the process.

That agent is fooling you by making statements from his figments of imagination

There is no country-wise quota for GSM. You will be considered an offshore applicant from either of the countries. And wont make any difference in your application's processing.

There is no thing such as country quota. As a matter of fact, there is occupation quota, ceiling and min points required for invitation which you really need to think about!

dont stuck in these type of agents who really dont know anything

there iss no special quota for any countries, their selection is only through points

my suggestion is middle east is best than India because everything you will get near in sauddi than india. ex if you want to take pcc of saudi, its a very easy process if you are in Saudi, in India it will take time.

During skill assessment process will Engineers Australia deduct 2 or more years from my experience? In other way i need to know whether engineers Australia will do skill assessment only if we have 60 points. Please clarify.

Points requirement is that of the DIBP; and not of the skills assessment authority like EA. They will provide you with relevant skills assessment even if you do not have the required points.

EA may deduct some years off your experience; I am not sure how many. You can search relevant threads on this forum as well as read further information on EA website.
EA will not reduce a single day , if you worked in similar electrical field. The only thing is you need proper documents for all experiences such as

Reference letter, payslip, tax paper(india), work permit (gcc) etc.
