I am completing my 32 years on Sept 2017. If I apply EOI after Sept 2017 and before 2018.

So in above case should I get 30 points or 25 points.

As e.g if I apply EOI on Dec 2017 then actually my age will be 32.3 and not 32.

As long as you are 32 years and even 364 days you get 30 points
On your birthday they deduct 5 points cruelly

Doesn't matter when you apply. The system considers age at the time of invitation and not application. It isn't your 33rd birthday in Sep 2017, so you will continue to be at 30 points until Sep 2018 as said by @newbienz above.
