Can an American buy a United Kingdom business? and would that allow them to get a visa to move to the country?

An American, or anyone else for that matter, can buy a British business, subject to approval of relevant bodies, where needed (e.g. Monopolies Commission).
Whether that will enable them to get a visa to move to UK is another matter. Buying a small corner shop for £20,000 won't, but buying Man Utd for £500 million probably will like the Glazers (though they remain US residents). There is a category of visa called entrepreneur (Tier 1 of points based system), and requirements include having at least £200k available to invest in UK:

As you can see, the selection criteria are quite tough, to weed out those who are just trying on.
