I received the following response from Amazon ...

"thank you for reaching out! We are considering all metros in North America over 1 million in population. We look forward to receiving a response from Mexico City.

Thank you for your interest!"

You might also send an email to Mayor Mancera. He's hoping to run for president next year  and could use the possible arrival of Amazon in Mexico as a selling point for his campaign.
I do not know the man but there is something about him...

I was trying to find an email address for Claudia Ruiz Massieu - to no avail.

I don't think the current administration back in the states would appreciated if the new HQ2 were in Mexico or Canada. Although it would make sense to place it in Mexico as they've been expanding here. Plus I could see Amazon wanting to expand to the rest of Latin America so having the headquarters in a Latin country could help.

I doubt you will see the HQ anywhere but in the USA.
Their RFP mentioned "North America" and there is already an amazon.com.mx.

Sometimes you have to think "outside the box".

Edit : Haven't heard back yet from EPN but my wife tells me he is travelling in China...
