planning 2 weeks in Portugal in Oct.
Are there locally run airbnb alternatives or homestays?

All short term rentals & holiday rentals including the ones listed on airbnb are registered with the local municipality (Camara Municipal) and need a license (AL license) so if you contact the local Camara of the area of your choice, you'll be able to get the list of ALL properties available and you'll be able to contact each one directly. Many Camaras also have a tourist information service which will be able to give you this same information.

I think because of the success of airbnb, most properties will be listed on that portal but with a bit of research you'll be able to get their direct contact and bypass that portal. The only problem seems to be that the online information on the websites of each Camara seems to be a bit random and in portuguese.

I'm doing a bit of research and will post more info.

I've just found RENTALIA a very good portal for holiday lets Rentalia - Holiday rentals. Self catering holiday homes, villas and apartments

They are from the same group as idealista.com (which you may already know as they are the biggest portal for homes for sale & rent) and it's a european company with headquarters in Madrid.
This portal is still relatively new and may not have as many listings as the one you want to avoid.

If you intend to visit different areas of Portugal and spend a few days in each one to explore, the chain of youth hostels is quite good for basic inexpensive rooms. They have double and twin rooms with own bathrooms, and kitchen for shared use. Some have small appartments too, fully equipped. Open to all ages, not just the youth, and from October the youngsters are all at school, so the hostels are frequented by grown-ups. You may need to get a membership card in your country of residence but it's very cheap and valid for 1 year.
Check site here: Hostels

Note: The listings of holiday lets registered in each municipality I mentioned above are not very easy to find, because each municipality lists them in their own way and in portuguese, and most only show addresses with no contact number. I think the owners nowadays prefer to get their bookings through portals rather than to deal with bookings & phone calls themselves. If you tell me which area(s) you are interested in, I'll try to send you the listings / webpage(s) for that area, as they don't have listings for the whole country.

There's also the portal OLX where people post all kinds of offers, but please note there is no safety, the posters are not verified by the portal, you don't have any guarantee that the adds are real.
There's been a lot of scams with people making payments for rentals that do not exist. Always be very careful and never send full payment if you are not sure.
The owner should give you a number of their AL license (compulsory by law) and then you can verify if that address is registered with the municipality as a holiday let in the local Camara website. Still... someone may just steal the license number and address and post an offer for a property that is not theirs. Has happened already.
