Even if the managers have left, HR has all the records and based on that and he is competent enough to issue the certificate in my opinion

Any one can help on the below query:
1) My Previous employer has agreed to give employment reference letter. But all my managers with whom i worked earlier has left the organisation. ACS will accept employment reference(Includes roles and responsibilities) with HR signature?
