My brother, his wife and their child live in my Mum's house but they have no formal tenancy agreement. The house is owned outright by my Mum.

If I have a letter from my brother and his wife, giving me permission and also a letter from my Mum confirming that they have permission to occupy, will that suffice?

The land registry document will be in my Mum's name and the council tax bill will be in my brothers name. Of course there will be a property inspection report as well.

No letter from your brother but from your mother as owner/landlord allowing you to live there.

That's fine as he lives there, and inspection report will verify it. Also you normally list the names of all other tenants on the application.
