But i have heard that Vic prefer Employement Experience where as NSW prefer good communication. Is it true? As my exp points are 0 and PTE 20 points.

what actually each states prefers is not in the public domain

Each member has their own theory on what basis the states choose whom to,sponsor

You have the option so,apply separately for both the states
As you have 65 points apply under 189 as well
