Hi,

I got an invite to apply for the Subclass 189 - Visa. However, when I tried to submit my application, I have been asked to pay the fee for myself and my spouse. My understanding was that, if my spouse has functional english, her fee would be waived off.

Any clarification is this matter is highly appreciated.

Nope. You have to pay fees for both of you.
