176 - Skilled Visa - Sponsored by NZ Relative

Hi All

I am in the process of applying Aussie PR. I look for 175 or 176 skilled visa.
I have a below 2 questions, if i like to apply with 176.

OPTION-1
My partner has her uncle in New Zealand, living there as a NZ citizen.

OPTION-2
My partner has her first cousine, living in Melbourne as a PR holder.

What are our chances for getting sponsored ?

Neither is valid to sponsor, see this list:
Skilled – Sponsored (Migrant) Visa (Subclass 176)

Uncle would be IF he was usually resident in AU, but he is not.

Cousin is not a valid sponsor.

How long a NZ residence, should live in Australia before he sponsors someone under 176 visa ?
What are other conditions and obligations. What kind of documentroy evidence needed ?

If you go through the link that amaslam posted you'll see the relationships that are allowed. Although it mentions 'eligible NZ citizen' (see link for definition
General Skilled Migration ) I still think that they need to be a relative as defined in Amaslam's link.
