Asking on behalf of someone I know.

He is from the army with an annual salary of £18,488 but he also gets a parachutist pay which is £170 a month on top of his basic salary. With that parachutist pay he will have more than 20 thousand a year as show on his payslips.

The parachutist pay is also included on the employment letter.

Will that be okay to meet the financial requirement?

If he gets the parachutist income each month with his regular income, then he will be able to use it.

How it is shown on his payslip will determine how he includes it on his application.
