Which one is better for re-roofing Overlay or Stripping?

Please may I pick people's brains? We had a metal sandwich roof installed legally 7 ears ago with a view to having a new pantile roof, increasing the pitch, etc. once finance had been raised....therein lies the rub. No finance due to crisis with bank.. . . So still got metal roof, still no...
