No not strictly. Looking for work or attempting to get a job offer isn't the normal itinerary of a visitor. A visitor visa is for people who want to come to NZ to travel, visit, sample the culture etc. It does allow "business consultations", however these are usually where that pre-arranged meeting is a small part of the trip and has been declared to Immigration beforehand or as part of the visa application process.
As a visitor you must meet the requirements of good health, good character, have a visa intended for purpose and be a bona fide visitor. You also must meet other obligations with evidence that you intend to leave by having onward travel arrangements and sufficient funds to cover all of your expenses on the trip.
