Post Marriage License Requirements for Filipino-Foreigner Marriage (Success Story)

REQUIREMENTS FOR MARRIAGE LICENSE
(For both Filipinos and Foreigners)


Where to go: Local Civil Register. (Note: If both are Filipino, choose where to register depending on the residential address of the couple. If Filipino-Foreigner, where the residential address of the Filipino).

Operating Hours: Depends on your LCR (Local Civil Register). Usually 8:00 AM – 5:00 PM, Monday to Friday.

Duration of Waiting: Ten (10) days from application

Requirements:
  • Personal appearance of both applicants.
  • At least one (1) of the applicants is Muntinlupa resident.
  • Birth or baptismal certificate (original and photocopy)
  • One (1) 2Χ2 Picture for both applicants
  • NSO CENOMAR (Certificate of No Marriage) for Filipino applicants
  • Family Planning and Marriage Counselling Certificate (every Wednesday 8am-12nn Lying In Putatan HC – 2nd Floor; PD-956)
  • Parental Advice to Marry (if applicant is 21 years old – 24 years old)
  • Parental Consent (if applicant is 18 years old – 20 years old)
  • Affidavit of Assumption of Responsibility (if the Father or both parents cannot give consent to the marriage)
  • If WIDOW: Death certificate of spouse.
  • if ANNULLED: Court Decision with Finality and Certificate of Cancellation of the previous Marriage issued by the LCRO where previous marriage was registered.

ADDITIONAL REQUIREMENTS FOR FOREIGN NATIONAL APPLICANTS
  • Legal Capacity to Marry / to Contract Marriage
  • Photocopy of the passport (pages showing personal information and date of arrival)

Marriage License will only be issued after ten (10) days Posting of Notice
Expiration of Marriage License shall be 120 days.

PROCESS AT LCR STARMALL ALABANG:
  1. LCR is located at the 3rd Floor of Starmall Alabang (it’s located at the Parking Area; if coming from inside the mall, you have to go out from the Cyber Floor.)
  2. Ask for a number for Marriage Application.
  3. Wait for your number to be called.
  4. The person in charge will check your documents and ask you to pay at the cashier and have your receipt photocopied (usually there’s a photocopy guy at the NBI Clearance area – 2 pesos each).
  5. PIC will stamp the date of release of your Marriage License on your original receipt. Photocopy of receipt will be included in your submitted documents.
  6. Come back on the releasing date and get your marriage license

HOW MUCH ARE THE APPLICATION FEES?

(This may actually vary depending on the municipality)

Church/Christian/Garden Wedding:
  • Marriage Application – Php 100.00
  • Marriage Certificate Form – Php 25.00
  • Marriage License – Php 200.00
  • TOTAL FEES: Php 325.00

Civil Wedding:
  • Marriage Application – Php 100.00
  • Marriage Certificate Form – Php 25.00
  • Marriage License – Php 200.00
  • Solemnization Fee – Php 500.00
  • TOTAL FEES: Php 825.00

Personal Note/s:

On Church/Christian/Garden Weddings – this is just the basic payment for documentation. The payments sum up if you still have to pay for some papers depending on your church or minister.

On Civil Weddings – Solemnization Fee of Php 500.00 is DIFFERENT from the Solemnization Fee when you actually go to the Justice Hall to get your judge for the wedding. You still have to pay another Php 300.00 for the schedule, wait for the raffle of the judges (a random judge will be assigned to perform your marriage rites, and they usually do it every Mondays). The Justice Hall will give you a telephone number to call to know who your Judge will be and then, you can ring up the office of your assigned Judge to ask their availability.

On LCR process – Fairly easy process; waiting time depends on how many applicants there are during the day. For easy processing, do the Family Planning and Marriage Counselling first in the morning (certificate will be given the same day), then do the application in the afternoon. Bring some extra cash.

ACTUAL PAYMENT:
  • Marriage Application – Php 100.00
  • Marriage Certificate Form – Php 25.00
  • Legal Capacity – Php 140.00
  • Solemnization Fee with Seminar – Php 500.00
  • Counselling Seminar Certificate – Php 200.00
  • TOTAL FEES: Php 965.00

I personally handled all legal requirements for me and my Spanish husband.
