You are on the right track. It is not a case of better or worse (here or there) but just different. Some people simply never get over the differences and want their French life to be just like home, but with better bread. But, the truth is that France is France and, besides constantly complaining about it, people here tend to like it as it is (or was!).

Anyway, you will work your way through it and someday post sage advice for the consumption of other expats.

I have heard -- and I don't know how true it is -- that one reason it's hard to set up accounts here is that branch managers are held personally responsible for certain things in ways that branch managers in other countries are not. And I do know that BNP Paribas was fined $8.9 billion a few years ago by a U.S. judge for some sort of banking infractions. Regardless of all the reasons, the bottom line, as you are discovering, is that French banks are very cautious when it comes to foreigners opening bank accounts.

Here are some of the ways that I've known Americans to get accounts:

1. Through a realtor. In my case, my wife and I met an American fellow who has a real estate business here in Paris, and through his business he's teamed up with a bank. He asked the bank to give my wife and me some consideration, and the bank allowed us to open an account. I was at an expat fair at the American church back in November, and the topic came up. Another very well-known realtor stood up and told the entire audience, "If you need a bank account, come see me."

2. With HSBC. They have retail branches in both the U.S. and France, and some people have been able to leverage that by opening an account in the U.S. and using that to open an account here. I have heard mixed results about doing that (i.e., sometimes it works, sometimes it doesn't). My wife and I actually researched that and began initial inquiries a while back -- and it did seem feasible -- but we opted not to go that route.

3. Through personal rapport. A friend of ours bought an apartment here in Paris, and started going to her local bank just to ask questions about banking laws and whatnot. Once she had established a rapport with the banker, the banker allowed her to open an account.
