Don't believe everything everyone tells you and especially not real estate persons.
It seems highly improbable that France has stopped issuing cartes vitales to all the people all over France who are entitled to them, just because Boris has been clowning. Why on earth would that stop France issuing carte vitales to French people, Spaniards, Poles, Americans, Indians, etc, what has Brexit got to do with them? Or is your real estate person only talking about Brits?
Of course there may be a tiny grain of half-truth in it somewhere - maybe your immo listened to a rant by a Brit who has recently been refused a carte vitale because they didn't meet the criteria, and has added 2 and 2 together and got 22. Or, it could be that an anglophobe fonctionnaire randomly decided to reinvent the rules, that happens sometimes and you have to go back later and talk to a different person.
But Brexit hasn't happened yet, the rules won't change until it does, and when that happens the government will announce the new process via the proper channels.
Don't judge all governments by HMRC's standards of late...

They are definitely still issuing Cartes Vitales. However you have to join the French health system first, then you get an attestation, then they send you a form to send (to another address) with photo, following which you receive your Carte Vitale.

As 31 October approaches, there may or may not be issues if you are joining via an S1 from the UK - but there are no reports of problems as yet.

Edit:

The attestation confirms that you are covered by the French health system.

This estate agent .. did he say 'carte de séjour' or did he say 'carte vitale' ? There's a whole lot of difference between the two.

Maybe he was just striking up a conversation about Gore Vidal, which if said quite quickly and perhaps with a slight slur, can sound a bit like ‘carte vitale’.

I didn't know the French government issued Gore Vidals. How do you get one? Can I have one? Lean mean and moody looking and suave and sharp with it, they don't make 'em like that any more. I'd love to hear what he would have to say about corruption in US politics these days. And UK politics come to that. What the anglo saxon world needs now is more Gore Vidals.
