Post Visa and resident permit for prior eu resident in france

Hi,
I am currently living in Finland for a year since my wife is student in Helsinki and we both had a one year finish resident permit. actually we plan to leave Finland since I got an admission to study in french university which is going to be start in September. so the problem is my resident permit in Finland will expire in 5th of august and I don't know I can go to Paris and apply for new resident permit from there or I have to apply for new finish resident permit or even apply for new resident permit in Finland from French embassy.
my wife also haunt finished her studies but she wants to work on her thesis over there, so I need to know can she be there with me with finish resident permit and live there more than 3 months?

I really be happy if someone help me!!!

The key question is: what nationality are you and your wife? If you have an EU nationality, then you're all set. If not, you'll need a student visa to enter France properly and then get a titre de séjour (which is the equivalent of the residence permit).

Your wife will need either a dependent visa or a student visa if she doesn't have an EU nationality.

Absolutely not. An EU residence permit only allows you to visit other EU countries for up to 90 days at a time. France has gotten particularly strict on the rule that visas cannot be issued in France. You have to apply for your visa through the French consulate where you are currently residing (i.e. in your case, in Finland).

You may want to go through the Campus France website, though if you already have your admission to a French university, you probably can just contact the French consulate to check on the current application procedure. For a September start date, it's just about the right time to put in for your visas.

As a non-EU national you need a visa to enter France, once you have a visa you will apply for residency permits to remain in France which correspond to the status of your visa.
