Default Do I have any chance to get a Civil Engineering job offer without being in NZ?

Hey guys,

I am a Civil Engineer and Urban Developer without work experience. I want to apply for a temporary work visa. Is it possible to receive a job offer by sending my CV to construction companies?

Maybe.
All depends how desperate NZ employers require your skills and experience and whether there is a serious shortage of the skills and experience already in NZ.
