It is classed as a Skilled Occupation according to Immigration NZ, however that occupation does not appear on any of the three skill shortage lists.

Did you read the info via the INZ link for this occupation - it explains ?

You cannot apply for PR in NZ straight away via this route. PR in your case would only be available once you had held RV for a minimum of 2 years. It is a common misunderstanding. RV is still a permanent class visa that allows a person or persons to live study and work in NZ permanently, but it carries conditions. PR is basically the upgrade of RV with the conditions removed.

You can only apply for RV via SMC in NZ if you score sufficient points on the EOI. You will need to score a minimum 160 points for the EOI to be selected from the pool. You do become eligible to apply if you have at least 100 points, BUT it would be a complete waste of time and money submitting EOI with any score less than 160 as the EOI will simply never be selected and after 6 months it would be removed from the pool and you would not get a refund.

Also, the principal applicant MUST have one of these three attributes, irrespective of EOI score :-
(1) An NZ job offer.
(2) NZ study experience.
(3) NZ work experience.
If the principal applicant does not have at least one of these three attributes but still manages to score at least 160 points they will NOT be approved RV. A new rule brought in August 2017 now prevents a person being approved with just sufficient points alone. All you would get is a job search visa for principal applicant only, allowing travel to get a written job offer and then if you managed it you could then re-apply for your on - hold RV application to be approved for all persons.
