Default immigration fees

I am putting an application in this week to immigrate to canada.

I believe in the first instance my application goes to the office in Nova scotia and then if approved by them initially then on to my local office in london.

If my app is declined at the first point by the office in nova scotia, will i be charged the fee or refunded in full?

from the website it reads like i would lose the cash only when refused by a canadian visa officer in london?! is this the case??
