Default Education / Degree Requirements for University Lecturer

Hi,
My sister is currently University lecturer having 13 years experience. she is having M.Phil (18 years education) in Social Sciences. According to agent she is not able to apply for this as she is not going to fulfill the education like degree criteria(M.Ed, B.Ed) . Is it mandatory to do M.Ed or B.Ed. Secondly she has also done IELTS with CLB level 8. age is 40. Is there any chance to apply for Canada Immigration.
Thanks & Best Regards,
Your valuable advise will be appreciated,

First, we do not have university lecturers here. We have professors (Assistant Professor, Associate Professor, and Professor).

Second, your sister's education is nowhere near good enough to teach at a university here. In Canada you need a PhD to teach at a university (except in exceptional circumstances). Also, depending on where she got her degrees, they might not be considered equivalent to Canadian degrees (ie. her M.Phil might only be considered a B.A. here).

Third, your agent doesn't have the slightest clue what the hell they are talking about (I really hope you didn't pay them much money for such lousy advice because they have absolutely no clue!). One does not need a B.Ed. or M.Ed. to teach at a university here, those are teaching degrees for teaching in primary and secondary schools. As I said above, one must have a PhD to teach at a university.

And for the record, I am a professor and have spent much of my life in academia so am very familiar with the system.
