The Royal Bank of Scotland charged me 28 pounds sterling to move 4,000 sterling to Spain this was for a speedy transfer... it took 17 days!!

Banking in the UK has far higher fees than US equivalents. That's just been known for years. That doesn't justify it of course but what can be done? That's how banks make money.
