You can't just settle in the UK because you want to. If you aren't a UK or EU citizen you need to be sponsored for a visa. The choices are limited. If you are married to a UK citizen, they can sponsor your for a spouse visa if they can meet the financial, accommodation and relationship requirements. A Tier 2 visa is a work visa which is tied to a specific job with a specific employer who acts as your sponsor. If your job isn't on the shortage occupation list then an employer must prove that there is no one who doesn't need a visa who can do the job, that's a pool of about 500 million people as it includes EU citizens.

Alternatively, if you lots and lots of money to invest in or start a UK business you might qualify for a Tier 1 Investor or Entrepreneur visa.

That may not be enough, as the most popular, Tier 2 intra-company transfer, doesn't lead to settlement, except for those who've been under that visa since 2010.
Your choice includes Tier 2 General, investor/entrepreneur visa, or spouse/partner visa with UK citizen.
