Default what is a "government-sponsored" student?

I will love you forever if you can tell me what the above means. I've literally been on forums and calling people for two days trying to get an answer to this simple question.

a little context for you:

I am an American applying for a Tier 4 student visa and will be needing to bring my dependents with me. I am an undergraduate student on a three year course and the new rules state this:

" From 4 July 2011, you cannot bring your dependants to the UK unless you are: _sponsored by a higher education institution on a course at NQF level 7 or above which lasts 12 months or more; or
_a new government-sponsored student following a course which lasts longer than 6 months. "
