Default spouse visa HELP (visitor applying from UK)

Hello Everyone
My name is <snip> I will be applying for my wife's spouse visa this April hopefully.
I have 2 questions and i would really appreciate if anyone can help

1. My wife currently has a 2 yrs visitor visa and she is in UK at the moment. due to COVID 19 lock down, gov.uk has issued a guidance stating that the people who are in UK and if they are planing to change their visa to long term visa, they can now apply from here but normal requirements will still apply.

My wife is a Pakistani citizen. Normally she has to apply from her home country but as per new guidance, i just wanted to make sure can she apply for spouse visa from here (UK)
if yes,
a, Where can she get her TB test done in UK????? as she normally she would have needed one if she applied from Pak
b, will she pay applying from "applying within UK" application fee ??? as it is cheaper

2. She already has NARIC "certificate of comparability" as well as "English Language Assessment" which mentioned her English CEFR level is C1. But these both were applied via Blue route for her academic purpose before we even got married.
So my question is can we submit the same certificates or is it necessary to apply via RED ROUTE??

Unless I read the new instructions incorrectly this new guidance only applies to those whose visa are due to end by 31 May and cannot leave the UK due to closing of borders and or self isolation.

When does your wife's visa expire?

International flights are still flying between the UK and Pakistan

The borders have been closed with China and Iran.

Not sure your application follows these new guidelines.
