Default expat children and university

Can anyone tell me if expat children who are working in UK to establish residency for the purposes of being eligible to apply for a home student loan can do part-time studies towards their degree. My 19 year old has been here for one year working to save for university study and has enough saved to pay for one year of undergraduate uni study which she would like to spread out part-time over two years and keep working so that by 2014 she will have been working and paying taxes here for three years, and will already have one year of undergrad study under her belt. Does anyone know if this is possible? Thanks for your ideas and suggestions.
