No, because a Civil Engineer with 65 points can easily get an invitation for 189, possibly quicker, cheaper and with more convenience. I hope DIBP starts taking their business more seriously and begins to automatically disqualify candidates who are so lost and inapt in this life. I mean, how can they expect these candidates to ever design any solid structures?

You will get 189 invite quicker than 190. You should withdraw 190 in normal circumstances.
