Default Permanent Partner Visa Queries

Hi,

I am a PR - 189 but currently staying offshore due to some family situation. I have the following queries if somebody has appropriate advice on this, will be thankful,

My wife and son are on temporary partner visa 309 and we only had an entry visit to Australia. She received a note to be eligible for filing application for permanent partner visa now. The queries are,

1. How much time do I have to file this permanent visa application? If I delay it and put at a later date, any problems with this? I intend to move their first and then file the case, but moving there would need sometime owing to current corona virus situation.

2. If I have to file the case now, In how time is it processed? Any estimate.

3. If I have to file the case now, what are the chances of rejection since we are all offshore? I haven't been able to spend much time in Australia - just one month in which I secured Australian Drivers License, Roamed around and then came back.

Please guide appropriately. Thanks.
