I am from India. If I have a certificate or diploma of proficiency in a foreign language from a university, will it help me secure 5 points of NAATI?

No, it will not. You will have to pass additional exam. It's available only in Australia

If you can’t come to Australia, the requirements can also be met via either of the following:


1 - Providing proof an overseas qualification in translating and interpreting at tertiary level (I.e. qualification specifically in translating and interpreting, not just language proficiency)

2 - Providing proof of membership of a translating professional body overseas


I believe you would have to submit these to NAATI for their review and approval, but depending on the policies of your country’s professional translating body, there’s a chance #2 could be faster and cheaper than coming to Australia for the CCL exam
