Default Tourist Visa for Australia

Hello,
I'm a PR holder in Australia. I invited my friend to visit me for a short holiday.
My friend's friend also wanted to visit and applied for tourist visa online.

Immigration officer rejected his application because the officer was not satisfied with documents pertaining to home country and was not convinced about his intentions of returning to India.

My Questions:
Can he apply for visa again- his travel date is just 3 weeks away?

If i provide him an invitation letter, will he have a chance to get visa?

What are to risks involved with sending him an invitation letter for him and me as i do not know my friend's friend personally.

Will i be questions by immigration at a later stage based on this letter?

As the reason for rejection was due to doubts of his returning to his home country, your sponsorship will not help
Had it been for monetary reasons, then the sponsorship may have helped

He probably does not have a regular job and hence the refusal
Even if you consult a MARA agent and apply again the time is too short to get a visa
