Default 489/491- working in major city while living in regional city

Hello

As per the rules 491/489 visa will require migrants to live in regional Australia. But will it be allowed if someone lives in regional australia while working in major city.
For e.g. someone lives in Geelong while working in Melbourne?

Regards
Amit
