Default Regulation 1.20J - Limit on spouse sponsorship

Hi,

I would like to know if anyone here ever had to apply for a waiver to be able to sponsor a partner with two other sponsorships in the past.

My fiance had sponsored his last two exes and both marriages failed due to issues with other parties(we have evidence of this). To sponsor me as a partner, we read that we need to apply for a waiver. Can someone here help if they have any knowledge or info regarding this ?
