Does the applicant have any members of their family unit not travelling to Australia who are not Australian citizens or Australian permanent residents?

I need an answer for this. I read somewhere in a blog that family unit consists of only spouse and children, is this correct?

if this is correct then why they given an option to add Brother, mother etc.
